Status of Open GAO Recommendations Made to the Director of National Intelligence

Every year, when federal agencies implement our recommendations, it leads to billions of dollars in savings and thousands of other improvements across government.

Among the 98 recommendations we made to the Office of the Director of National Intelligence from FY 2011 to 2023, 63 have yet to be fully implemented. These recommendations address contracting, human capital, enterprise management, personnel security, and infrastructure.

We have identified 19 of these as recommendations that ODNI should prioritize.

What GAO Found

GAO made 98 recommendations to the DNI since 2011 in the areas of contracting, human capital, enterprise management, personnel security, and infrastructure. As of September 15, 2023, ODNI has implemented 30 recommendations for an implementation rate of 31 percent. By fully implementing GAO's open recommendations, ODNI could help the intelligence community more effectively manage its workforce and infrastructure, and carry out its missions.

Why GAO Did This Study

The James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 included a provision for the Comptroller General to annually submit a list to the congressional Intelligence Committees and to the Director of National Intelligence (DNI) of all open recommendations made by GAO to the DNI.
