GAO considered whether the Secretary of Agriculture is legally required to change the Commodity Credit Corporation's procedures for charging interest and crediting loan repayments to make them consistent with the procedures used by the Department of the Treasury. GAO noted that, although the agency is not legally required to change its procedures, modifying them to conform with those followed on Treasury loans would further legislative intent to avoid interest losses.
