Pursuant to a congressional request, GAO commented on a bill that would: (1) enhance the independence of agency boards of contract appeals; (2) impose deadlines for the submission of contractor claims against the government; and (3) change deadlines for appeals of contracting officers' decisions. GAO noted that it supports: (1) the concept of enhancing boards' independence; and (2) limiting the time period for the filing of contractual claims against the government.
