Testimony: Federal Property Repair Backlogs and Disposal of Unneeded Buildings
Description
Opening Statement of GAO Director David Marroni on Wednesday, April 9th, 2025 before House Appropriations Committee.
Many federal buildings are in poor condition and the problem is getting worse. Federal building repair backlogs more than doubled to $370 billion from FYs 2017 to 2024. This prompted us to add federal building condition to the "Managing Federal Real Property" area of our High Risk List in 2025. Unless this trend reverses, federal assets will continue to deteriorate and need premature replacement, which can be significantly more expensive than if maintenance and repairs were done when originally scheduled. Federal agencies can help reduce their deferred maintenance and repair needs by disposing of unneeded buildings.
