Recommendations

Recommendations for Executive Action

Agency Affected Recommendation Status
Department of the Army The Secretary of the Army should direct the Chief of Engineers, in developing the Corps' new technical manual, to incorporate definitive guidance, based on objective criteria, that facilitates the design of CVWF that meet the needs of military installations at the lowest possible cost. The criteria should: (1) cover peculiarities such as soil and weather conditions and numbers and types of vehicles supported by an installation; and (2) reflect lessons learned from value engineering studies done on earlier projects.
Closed – Implemented
The Army is preparing a new technical manual for vehicle wash facilities. This manual will include the guidance recommended by GAO and will be published in early 1991.
