Pursuant to a legislative requirement, GAO reported on the Office of Management and Budget's (OMB) actions regarding a $21-million emergency supplemental appropriation that the Department of Veterans Affairs (VA) received to pay for emergency medical expenses arising from the January 1994 earthquake in southern California. GAO noted that OMB complied with the required actions for the VA appropriation, since it: (1) provided a written certification that addressed the appropriation; (2) apportioned the amount appropriated; and (3) authorized VA to employ the number of people for which funds were appropriated.
