A series of meetings, attended by GAO staff, the Chief of Staff, and other staff of the Joint Committee on Taxation, were held to discuss alternative ways by which Congress could simplify the 1040A individual income tax return form.

Alternative ways to achieve simplification, which Congress should consider during its deliberations on the president's economic proposals, are: to eliminate the optional standard deduction and the optional general tax credit, to reduce the tax rate and increase personal exemption, and to use the same tax credit on all tax returns.
