GAO reviewed the Department of Agriculture, Food and Nutrition Service's (FNS) new rule on the National School Lunch Program, the School Breakfast Program and nutrition standards for all foods sold in school as required by the Healthy, Hunger-Free Kids Act of 2010. GAO found that (1) the final rule (a) adopts as final, with some modifications, the National School Lunch Program and School Breakfast Program regulations set forth in an interim final rule published; (b) codifies specific policy guidance issued after publication of the interim rule; and (c) retains as interim the provision related to the standard for total fat and requests further comment on this single standard; and (2) FNS complied with the applicable requirements in promulgating the rule.
