GAO reviewed the Department of Health and Human Services, Food and Drug Administration's (FDA) new rule on required warnings for cigarette packages and advertisements. GAO found that (1) the final rule amends FDA's regulations to add a new requirement for the display of health warnings on cigarette packages and in cigarette advertisements; and (2) FDA complied with applicable requirements in promulgating the rule.
