GAO reviewed the Department of Labor, Occupational Safety and Health Administration's (OSHA) new rule entitled "COVID-19 Vaccination and Testing; Emergency Temporary Standard." GAO found that the final rule protects unvaccinated employees of large employers (100 or more employees) from the risk of contracting COVID-19 by strongly encouraging vaccination.

Enclosed is our assessment of OSHA's compliance with the procedural steps required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
