GAO reviewed the U.S. Patent and Trademark Office's (USPTO) new rule on restrictions on qualified financial contracts of certain FDIC-supervised institutions and revisions to the definition of qualifying master netting agreement and related definitions. GAO found that (1) the final rule sets or adjusts patent fees as authorized by the Leahy-Smith America Invents Act; and (2) USPTO complied with applicable requirements in promulgating the rule.
