GAO testified on August 3, 2004, to assist the Committee on Government Reform in its consideration of the 9/11 Commission's recommendations. GAO has been actively involved in improving government's performance in the critically important homeland security area. During the question-and-answer period of the testimony Congressman Christopher Shays asked us to prepare a summary of the Commission's recommendations and provide GAO's opinion as to whether the particular recommendations could be implemented administratively or required legislation to implement. This report summarizes our response to this request.
