A firm protested a Department of the Army contract award for medical instruction and support services, contending that the award does not reflect the best value of the government, given the protester's significantly lower price. GAO held that the Army reasonably determined, consistent with the evaluation criteria, that the technical superiority of the awardee's proposal outweighed the price advantage offered by the protester's proposal. Accordingly, the protest was denied.
