A firm protested the Small Business Administration's (SBA) refusal to issue a certificate of competency with regards to the protestor's offer under a solicitation for the overhaul of 840 Air Force aircraft components. GAO held that it would not review challenges to the SBA's decision not to issue a certificate of competency unless there was a showing that the certificate denial resulted from possible bad faith on the part of the government official, of from a failure to consider vital information because of how information was presented to, or withheld from, the SBA by the procuring agency. Accordingly, the protest was dismissed.
