This is our report on a major rule promulgated by the Department of Justice. It was published in the Federal Register as an interim rule on October 20. Enclosed is our assessment of the INS' compliance with the procedural steps required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule. In view of the fact that most immigrants are barred from receiving means-tested public benefits for their first 5 years in the United States. The greatest savings will be in the Medicaid program since most permanent residents will remain ineligible for Supplemental Security Income and food stamp benefits until they become U.S. citizens.
