A firm protested an Air Force solicitation for travel management center operations, contending that the Air Force improperly determined that the Service Contract Act applied to the procurement. GAO held that: (1) the Department of Labor (DOL) determined that the procurement was subject to the act, and the Air Force properly included the act's provision in the solicitation; and (2) it would not consider the applicability of the act, since DOL is authorized to administer the act. Accordingly, the protest was dismissed.
