A Federal Aviation Administration (FAA) certifying officer requested a decision as to whether an FAA employee is entitled to reimbursement for lodging expenses he incurred while conducting training duties within the vicinity of his official duty station. FAA noted that training at the facility often extended late into the evening and trainers were required to stay and supervise activities. GAO held that, since FAA failed to determine whether the trainers were specifically required to remain at the training facility to provide supervision, the claimant was not entitled to reimbursement for per diem or subsistence costs. Accordingly, the claim was denied.
