[Retired Department of State Employee's Claim for Subsistence Expenses]

A retired Department of State employee claimed reimbursement for subsistence expenses, contending that, while he could not assure the government that he could complete at least 12 months of service when he transferred, he nevertheless did complete 12 months of service. GAO held that since the employee did perform the minimum service, the claim was allowable. Accordingly, the claim was allowed, and GAO recomended that the State Department determine the amount of payable subsistence expenses.
