A carrier claimed reimbursement for monies the Navy collected as a result of damage to a service member's refrigerator. The claimant contended that it was not liable, because the damage was heat-induced. GAO held that, since the claimant: (1) adequately showed that heat was responsible for certain damage to the refrigerator, it was not liable for that damage; and (2) failed to sufficiently show that other damage was heat-related, it was liable for that damage. Accordingly, the claim was remanded to the Navy for a determination of the value of each portion of the damage.
