Highlights

A firm protested a Navy solicitation for maintenance and repair services, contending that the solicitation's bonding requirements were not appropriate and excluded small businesses from competition. GAO held that: (1) the Navy reasonably determined that it required bonds to protect its interests, since location and climatic factors would make reprocurement difficult in the event of default. Accordingly, the protest was denied.
