A claim was made for damage to a motor vehicle resulting from an automobile accident involving a General Services Administration (GSA) motor pool vehicle. A settlement was proposed whereby the insurance company would pay 50 percent of the damages to the Government car if the Government paid 50 percent of the insurance company's claim. The record clearly showed that the GSA vehicle was not at fault. Therefore, the settlement offer was rejected.
