Construction of the John F. Kennedy Library

The Administrator of the General Services Administration (GSA) requested an advance decision as to the manner in which funds appropriated for site improvements and approaches to the John F. Kennedy Library were to be expended: (1) whether the funds must be expended by GSA directly; or (2) whether the funds may be transferred to the private corporation performing the construction work. Either alternative is legally permissible. The funds may be transferred to the private corporation, in order to avoid contract interface problems, provided GSA insists on adequate safeguards to protect the interests of the United States and to assure that the funds are applied only for the purposes contemplated.
