A protest against the cancellation of invitation for bids (IFB) was denied on the following grounds: (1) GAO will not interfere with an agencies discretion in deciding whether to cancel IFBs unless there is reason to believe the cancellation is unreasonable; and (2) lack of adequate local funds is a "compelling reason" under Federal Procurement Regulations for permitting cancellation.
