A protester to a contract award argued that information concerning the awardee's past performance was not available to or was ignored by the contracting officer, that the solicitation contained misleading information, and that proposal evaluations were improper. GAO will not consider matters of the awardee's past performance. The allegation that the solicitation contained misleading information was untimely. Scoring by one of the evaluators of experience under all evaluation criteria instead of one criterion may have been prejudicial to the protester, and the proposal should be rescored.
