Highlights

An employee claimed retroactive promotion and backpay for a period in which, he alleged, as a GS-12 he performed GS-13 duties. Since the employee did not meet time-in-grade requirements for a temporary promotion, he was not entitled to a retroactive promotion. He also was not entitled to backpay for the period of alleged wrongful position classification.
