The protester objected to the cancellation of an invitation for bids and to the issuance of a resolicitation. The cancellation and subsequent resolicitation were proper because the omission from the original invitation for bids of a downtime rental credit clause constituted a compelling reason under procurement regulations to cancel the invitation since it would not meet the Government's actual needs.
