Highlights

The propriety of paying a company for conducting a training session without proper procurement authorization was questioned. Payment of a reasonable value of goods and services provided may be allowed on a quantum valebant and quantum meruit basis since the Government benefited and ratification of procurement was implied by issuance of a contract for a subsequent identical training session.
