Pay Adjustments for Government Printing Office Employees

An opinion was requested on the Public Printer's authority to make pay adjustments for General Grade employees similar to those granted to General Schedule employees under Executive Order 11777. Since 5 U.S.C. 5307 provides that pay rates set administratively may be adjusted at the beginning of the first applicable pay period, retroactive pay adjustments may be made for General Grade employees.
