Comments on Validity of Bid for Paint

GAO commented on the validity of a bid submitted to the Air Force for paint. GAO held that the: (1) failure to submit the bid on Standard Form 33 clearly would not affect either the prices, quality or quantity of the supplies offered and is not prejudicial to the rights of the other bidders; and (2) informality involved is not one of substance and properly may be waived by the government. Accordingly, the informality may be waived and the firm's bid should be considered along with the other bids.
