In response to a letter from Senator Pat Toomey, GAO issued an opinion on whether the Bulletin issued by the Consumer Financial Protection Bureau on Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act (CFPB Bulletin 2013-02) on March 21, 2013, is a "rule" for purposes of the Congressional Review Act (CRA). We concluded that CFPB Bulletin 2013-02 is a rule under the CRA, which requires that it be submitted to Congress for review.
