Protest that agency improperly evaluated protester's proposal is denied where the record shows that the agency evaluated the protester's proposal in accordance with the evaluation criteria set forth in the solicitation and supports the reasonableness of the agency's overall technical rating of the protester's proposal as "marginal.". Agency's evaluation of the protester's proposal as "marginal" overall was reasonable and in accordance with the solicitation's evaluation criteria. The agency was not required to conduct discussions with the protester and properly made award to a technically superior. The protester also argues that award to Jones without conducting discussions was improper. Offerors were required to submit separate technical and price proposals.
