In commenting on this report, State concurred with this recommendation. In 2022, Embassy Beirut issued its Fiscal Year 2021 Performance Plan Report, which reported on Embassy activities taken in response to its overall security-related mission objectives. However, the report included limited performance data for security-related indicators. Additionally, most of the security-related indicators reported on in the PPR do not match the indicators included in the Lebanon ICS, indicating that Embassy Beirut still lacks complete performance data for the security-related indicators established in the ICS. As of May 2024, State had not compiled complete performance data for the security-related indicators in the ICS. We will continue to monitor the steps State takes to implement this recommendation.
