GD maintains that the agency misevaluated the awardee's price proposal, failed to engage in meaningful discussions, and made an unreasonable price/technical tradeoff in support of its award decision. We deny the protest.</description>

Health Net, the incumbent contractor, challenges TMA's technical and price evaluations, conduct of discussions, and source selection decision, and argues that AGHP should be excluded from the competition based on an alleged unfair competitive advantage stemming from AGHP's hiring a former TMA employee (the TMA Chief of Staff) to prepare AGHP's proposal. We sustain the protest.</description>

GAO found that (1) the final regulations amend regulations for institutional eligibility under the Higher Education Act of 1965, the Student Assistance General Provisions, the Federal Work-Study (FWS) Programs, the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program, the Federal Pell Grant Program, and the Leveraging Educational Assistance Partnership Program (LEAP) to implement various general and non-loan provisions of the Higher Education Act of 1965 (HEA), as amended by the Higher Education Opportunity Act of 2008 (HEOA) and other recently enacted legislation; and that (2) Education complied with applicable requirements in promulgating the rule.</description>

            <description>GAO reviewed the Department of Health and Human Services' Centers for Disease Control and Prevention's (CDC) new rule on medical examination of aliens--removal of Human Immunodeficiency Virus (HIV) Infection from definition of communicable disease. GAO found that (1) the rule removes HIV infection from the definition of communicable disease of public health significance and removes references to HIV from the scope of examinations for aliens because HIV infection does not represent a communicable disease that is a significant threat to the general U.S. population; and (2) that the CDC complied with applicable requirements in promulgating the rule.</description>
