GAO discussed the impact of immigration policy and management decisions on the Immigration and Naturalization Service's (INS) operations. GAO noted that: (1) Congress and the administration need to resolve immigration policy issues on who should be permitted entry, what should be done to prevent illegal entry, and what should be done to remove illegal aliens; (2) INS needs strong leadership and management reforms to balance its roles of enforcement and service, and overcome continuing management and service delivery problems; (3) the INS budget development process has been inadequate, with little accountability for funds or attention to agency priorities; and (4) INS needs to develop a strategic vision of its operations.
