This publication describes sample design, selection and estimation procedures, and the concepts of confidence and sampling precision. GAO reviewed computations and sample selection procedures as if they were done manually, even though computer programs are typically used to select samples, determine sample sizes, and calculate estimates, so that every GAO evaluator will be able to design and carry out a statistical sampling plan without assistance.
