GAO presented a guide for evaluators on structured interviewing techniques, focusing on: (1) how its evaluators should incorporate such techniques when conducting studies; (2) when such techniques should be used and what steps should be followed; and (3) techniques for designing a structured interview, pretesting, training interviewers, selecting and contacting interviewees, conducting the interviews, and analyzing the data.
