GAO reviewed the President's fiscal year 1998 special impoundment message on the proposed deferrals of international security, disaster, and refugee assistance and Social Security Administration funds.

GAO noted that it reviewed the deferrals contained in the President's first special message and found them to be in accordance with the Impoundment Control Act.
