The President's ninth special message for fiscal year 1978 pursuant to the Impoundment Control Act of 1974 proposed a rescission of $48 million in budget authority for the military assistance program, three new deferrals totaling $8.1 million, and revisions to three previously proposed deferrals. The period during which funds may be withheld pending congressional consideration of a rescission bill will end July 29, 1978. The reserve for rescission of military assistance funds was established April 28, 1978, 37 days before it was reported to the Congress. Reserves established pursuant to the act should be timely reported. Proposed deferrals under the Department of Commerce were as follows: Regional Action Planning Commissions-- Regional Development Programs; and National Oceanic and Atmospheric Administration--Operations, Research, and Facilities and Fishermen's Guaranty Fund. Other proposed deferrals were: Department of the Interior, Heritage Conservation and Recreation Service--Land and Water Conservation Fund; Department of the Treasury, Office of the Secretary--Antirecession Financial Assistance Fund; and Department of Agriculture, Forest Service--Licensee Programs.
