Pursuant to a legislative requirement, GAO reviewed the Federal Communications Commission's (FCC) new rule on narrowband personal communications services competitive bidding. GAO noted that: (1) the rule modifies FCC's existing narrowband Personal Communications Services (PCS) rules; (2) the rule eliminates the narrowband PCS spectrum aggregation limit and adopts partitioning and disaggregation rules; and (3) FCC complied with applicable requirements in promulgating the rule with one exception.
