Pursuant to a congressional request, GAO reviewed whether the Air Force has an adequate basis for obligating the $60 million in fiscal year (FY) 1995 funding for research, development, test, and evaluation. GAO noted that: (1) the Air Force has an adequate basis for obligating FY 1995 funding for satellite control network upgrades; (2) the satellite control system will aid the Air Force in establishing and refining guiding principles, evaluation criteria, and functional requirements to improve existing sub-architectures, and addressing existing network deficiencies; and (3) as the Air Force proceeds with analyzing its satellite control network, it will need to ensure that the network can be integrated into the Department of Defense's overall satellite control network and upgraded in a manner that is compatible with DOD-wide interests.
