GAO reviewed freight traffic management practices in the Department of Defense's (DOD) European theater, focusing on DOD systems for reporting: (1) in-transit freight losses and damages; and (2) transportation charges. GAO found that: (1) the U.S. European Command (USEUCOM) is not required to analyze data on freight losses and damages caused by military and commercial carriers in the European theater; (2) there are no procedures for following up and reporting freight losses and damages caused by military carriers; (3) although DOD pursues freight loss and damage claims against commercial carriers, it does not report information on them to USEUCOM; and (4) the U.S. Army, Europe (USAREUR) does not prepare a required monthly report summarizing amounts paid to commercial carriers for freight expenses.
