Drug Control: Defense Spending for Counternarcotics Activities for Fiscal Years 1989-91

Pursuant to a congressional request and a legislative requirement, GAO reviewed the nature and extent of the Department of Defense's (DOD) spending for counternarcotics activities for fiscal year (FY) 1989 through FY 1991, focusing on the: (1) DOD counternarcotics funding process; (2) impact of any delays in providing obligation authority on the ability of DOD organizations to execute their counternarcotics missions; and (3) DOD process for reviewing counternarcotics program proposals prior to submission to Congress.
