Pursuant to a congressional request, GAO identified which states' local governments contribute to the nonfederal share of Medicaid service and administrative costs. GAO noted that: (1) 20 states require localities to contribute; (2) 16 states receive local contributions for Medicaid service costs, and 3 states require localities to contribute more than 25 percent of service costs; and (3) 13 states receive local contributions for administrative costs, ranging from less than 20 percent to 60 percent of administrative costs.
