GAO reviewed the Bureau of Safety and Environmental Enforcement's (BSEE) new rule on oil and gas and sulphur operations on the outer continental shelf--increasd safety measures for energy development on the outer countinental shelf. GAO found that (1) the final rule amends drilling, well-completion, well-workover, and decommissioning regulations related to well-control, including: subsea and surface blowout preventers, well casing and cementing, secondary intervention, unplanned disconnects, recordkeeping, and well plugging; and (2) BSEE complied with applicable requirements in promulgating the rule.
