GAO reviewed the Department of Health and Human Services' (HHS) new rule on health insurance issuers implementing Medical Loss Ratio (MLR) Requirements under the Patient Protection and Affordable Care Act. GAO found that (1) the final rule implements the medical loss ratio (MLR) requirements for health insurance issuers under the Public Health Service Act, as added by the Patient Protection and Affordable Care Act; and (2) HHS complied with applicable requirements in promulgating the rule.
