GAO reviewed the Environmental Protaction Agency's (EPA) new rule on prevention of significant deterioration and title V greenhouse gas tailoring. GAO found that (1) the rule tailors the applicability critria that determine which stationary sources and modification projects become subject to permittihg requirements for greenhouse gas emissions (GHG) emissions under the Prevention of Significant Deterioration (PSD) and title V programs of the Clean Air Act (CAA or Act); and (2) EPA complied with applicable requirements in promulgating the rule.
