GAO reviewed the Environmental Protection Agency's (EPA) new rule on the control of emissions of air pollution from locomotive and marine compression-ignition engines. GAO found that (1) the final rule adopts a program to reduce pollution from locomotives and marine diesel engines, adopting a near-term component that includes emissions standards for newly built engines that will be phased in beginning in 2009, as well as new emissions limits for existing locomotive and marine diesel engines, and long-term emissions standards for newly built locomotives and marine diesel engines that will take effect in 2015 and 2014 respectively; and (2) EPA complied with the applicable requirements in promulgating the rule.
