GAO reviewed the Environmental Protection Agency's (EPA) new rule on the control of hazardous air pollutants from mobile sources. GAO found that (1) the rule adopts controls on gasoline, passenger vehicles, and portable fuel containers intended to reduce emissions of the carcinogen benzene, limits the benzene content of gasoline, limits exhaust emissions from passenger vehicles, and adopts a hydrocarbon emissions standard; and (2) EPA complied with the applicable requirements in promulgating the rule.
