GAO reviewed the Department of Transportation's (DOT) new rule on pipeline safety. GAO found that (1) the rule requires operators to develop integrity management programs for gas transmission pipelines located where a leak or rupture could do the most harm, and (2) with the exception of the 60-day delay in its effective date, DOT complied with all applicable requirements in promulgating the rule.
