Pursuant to a congressional request, GAO reviewed the District of Columbia Courts' (DC Courts) fiscal year (FY) 2001 budget request and related issues, focusing on: (1) whether DC Courts' FY 2001 budget was reasonable; (2) what were DC Courts' obligations and payments for FY 1999 operations, including totals charged for the Criminal Justice Act, Counsel for Child Abuse and Neglect, and the Guardianship programs; and (3) what are the DC Courts' obligations and payments related to its court operations and defender services to date for FY 2000.

District of Columbia Courts The DC Courts, Fiscal Officer should: (1) document its budget submission preparation procedures to ensure that future OMB budget submissions are adequately supported and comply with OMB Circular A-11; and (2) follow up with OMB and the Department of Treasury on the establishment of a separate Crime Victims Fund account within the U.S. Treasury before the end of the fiscal year.
Closed – Implemented
On November 30, 2000, Fiscal Officer, DC Courts provided GAO with their new FY02 Budget preparation procedures, which call for improved support for budget submissions. Separately, on September 29, 2000, the DC Courts established the Crime Victims Compensation Fund, District of Columbia, at the U.S. Treasury (account information was obtained from DC Courts Budget Officer, DC Courts on July 26, 2001).
